A pesar de la aversión del Papa a la gloria temporal, su autoridad tendió a llenar el vacío que quedó en Occidente cuando el último emperador romano de Occidente, Rómulo Augusto, fue depuesto en 476. A medida que Carlomagno continuaba gobernando, llegó a comprender que, con tantos pueblos y culturas diferentes dentro de su reino, necesitaba establecer su gobierno menos como un reino homogéneo y más como un imperio que exigía obediencia y cierta estandarización, aun teniendo en cuenta las diferencias de cultura y lengua. El papa Gregorio VII (r. 1073-1085) declaró célebremente que el papa no tenía juez terrenal y que podía deponer a los emperadores y absolver a sus súbditos de los juramentos de fidelidad. Demostró este poder obligando al emperador Enrique IV, vestido de penitente, a esperarle en la nieve ante las murallas de Canossa, y al cabo de tres días el papa se dignó absolverle de la excomunión. Durante un tiempo, los papas fueron los amos de Europa, pero al final su poder se vio erosionado por la creciente ola de nacionalismo, la indiferencia religiosa y la propia corrupción del papado.
Como esto sugiere, el Sacro Imperio Romano Germánico fue una institución fascinante, así como una de las más desconcertantes y contradictorias. Era a la vez germánico y universal. Fue creado por la Iglesia católica, pero al final consagró la libertad confesional en su constitución. Era a la vez un imperio y un conjunto de principados y ciudades-estado vagamente federados. Era romano, pero con sede en Alemania, y durante la mayor parte de su existencia ignoró al Vaticano o estuvo en guerra con él. La Liga Suaba, una alianza de ciudades y estados del suroeste de Alemania dentro del Sacro Imperio Romano Germánico, fue interesante en sí misma, tanto por la forma en que influyó en la política imperial como por el modo en que configuró la nación alemana y, por ende, la historia de Europa.
Hubo dos Ligas Suabas: la primera en la Alta Edad Media y la segunda durante el Renacimiento. La Reforma protestante rompió las alianzas en el siglo XVIth , y las divisiones siguieron influyendo en la historia de Alemania mucho después de la disolución del Sacro Imperio Romano Germánico en 1806. Debido a la distancia y a la lentitud de las comunicaciones, los capitanes y comodores a veces iniciaban acciones que podían ser desaprobadas en casa. Comodoro era el rango más alto de la Armada hasta la Guerra de Secesión, y quienes ostentaban este cargo solían comandar más de un buque de guerra. Había cónsules americanos en muchas ciudades portuarias, y podían solicitar la ayuda de la Armada para defender propiedades americanas, investigar la pérdida de barcos americanos, rescatar a marineros náufragos y tomar represalias por ataques a americanos. La Armada cooperó a veces con los británicos, sobre todo en aguas chinas, y más de una vez se unió a otras naciones europeas para ayudar a los misioneros cristianos.

Un buque de guerra estadounidense participó en una expedición punitiva en el Pacífico ya en 1813-14 en Nuku Hiva, en las Marquesas. Las fuerzas navales de desembarco estadounidenses libraron batallas en Quallah Batoo en 1831 y en Muckee en 1839, ambas en Sumatra. La Marina participó en una batalla en las islas Gilbert en 1841. La Armada cooperó en ocasiones con la Royal Navy en acciones contra piratas frente a las costas chinas y participó en combates en China en las décadas de 1850 y 1860. Hubo incidentes en los que participaron buques de guerra estadounidenses no sólo en China, sino también en Vietnam y Japón. Los estadounidenses participaron en la violencia en Japón cuando cayó el Shogunato y comenzó la restauración Meiji.
La mayoría de los buques de guerra estadounidenses tenían un contingente de marines a bordo. Constituían una fuerza policial a bordo, pero lo más importante era que proporcionaban una fuerza armada que podía enviarse a tierra para ayudar a los cónsules estadounidenses en situaciones difíciles o para lanzar incursiones punitivas. Los buques de guerra no sólo llevaban sus grandes cañones para las batallas navales, sino también equipo de combate ligero para los marines. Una parte considerable de la tripulación de un buque de guerra podía ser enviada a tierra con los Marines para ampliar el grupo de desembarco. Los Marines fueron enviados a tierra al menos 36 veces en Asia en las décadas comprendidas entre 1841 y 1881 (Boot 57).
En la segunda mitad del siglo XIX, Asia oriental y sudoriental vivían una época de agitación. China perdió la Primera Guerra del Opio contra Gran Bretaña y se vio obligada a abrir el comercio del opio cultivado en la India británica, lo que provocó millones de adictos. China sufría varias rebeliones masivas, una de las cuales, la Rebelión Taiping (1850-69), causó muchas más muertes que la Primera Guerra Mundial. Los franceses empezaban a colonizar lo que hoy es Vietnam. Japón vivía una guerra civil tras el derrocamiento del shogunato Tokugawa.
Los rusos, británicos, franceses, estadounidenses y japoneses exigían a Corea que se abriera al comercio. El gobernante de Corea era Yi Ha-eung, más conocido como el Daewongun (también escrito Taewongun), regente de un rey niño, su propio hijo. El Daewongun era fuertemente xenófobo y actuó para mantener el tradicional aislamiento de Corea del mundo exterior (Boot 58).
En 1868, el Escuadrón de las Indias Orientales de Estados Unidos pasó a llamarse Escuadrón Asiático. Tenía su base principalmente en Hong Kong, pero también se le permitió desarrollar instalaciones en Chefoo (China) y en Hiroshima y Yokohama (Japón).
Resultó que la mayor acción militar de la Flota Asiática de Estados Unidos antes de la Guerra Hispano-Norteamericana fue una guerra con Corea en 1871, en su mayor parte olvidada, conocida ahora como la Expedición a Corea.
