Interessant im Rahmen dieser Arbeit ist auch die Behandlung der Frage, ob die Information einen Produktionsfaktor im Sinne Gutenbergs darstellt. Die vorliegende Arbeit untersucht Faktoren, die zur Beeinflussung des sinnvollen Umgangs mit der Information beitragen und auf die im Umgang mit Informationssystemen zu achten ist. Dabei werden sowohl organisatorische als auch personelle Aspekte behandelt. Veränderungen im Bereich des Personalmanagements, der Personalbeschaffung sowie der Personaleinfuhrung als auch das problembesetzte Gebiet der Personalfreisetzung kommen zur Sprache. Wirtschaftliche Faktoren, die Technik, strategische Elemente und rechtliche Fragestellungen werden erörtert, ohne daß damit eine juristische Arbeit entstünde.
