Neben den Geschichten von Hitler, der mit dem Speer des Longinus oder dem Heiligen Gral an die Macht kommen wollte, oder von den Japanern, die im Ausland Gold vergraben haben, das Tausende von Schatzsuchern in den folgenden Jahren nicht finden konnten, erscheint die Idee einer Organisation, die SS-Mitgliedern und anderen Nazis die Flucht ermöglicht, bescheiden und glaubwürdig.

Die Flucht von Hunderten von Nazis nach Südamerika und in den Nahen Osten ist eine historische Tatsache, keine Legende. Einige der sichtbarsten Mitglieder der Nazi-Hierarchie, wie Dr. Josef Mengele und der Massenmörder Adolf Eichmann, entkamen aus Europa und verbrachten Jahre oder Jahrzehnte in Sicherheit vor Repressalien. Dort arbeiteten sie einigen Beweisen zufolge daran, die westliche Demokratie zu stürzen, oft mit der bedingungslosen Unterstützung islamischer Extremisten und mit Hilfe von Geld auf Schweizer Bankkonten.
Simon Wiesenthal, der berühmte Nazi-Jäger, behauptete, dass ODESSA existiert. Einige Historiker vermuten, dass Wiesenthal tatsächlich die ursprüngliche Quelle ist, die die Realität des Netzwerks aufgedeckt hat. Die Realität von ODESSA und ihren Nachfolgeorganisationen wie "Die Spinne" ("Aranha") ist nach wie vor Gegenstand historischer Debatten und Auseinandersetzungen. Einige renommierte und hochqualifizierte Historiker verteidigen ODESSA nachdrücklich als ein Gespenst, während andere Autoren mit der gleichen Gewissheit von ihrer Existenz sprechen.
ODESSA ist das Ergebnis eines Treffens, das am 10. August 1944 in Straßburg zwischen verschiedenen NS-Funktionären und Vertretern der deutschen Finanz- und Industriemacht stattfand. Angesichts der sich abzeichnenden Niederlage des Dritten Reiches wurde bei diesem Treffen ein Protokoll für künftige Maßnahmen erstellt, in dem es unter anderem heißt: "Die Parteiführung ist sich bewusst, dass nach der Niederlage Deutschlands einige ihrer bekanntesten Führer möglicherweise als Kriegsverbrecher vor Gericht gestellt werden müssen. [...] Die Partei ist bereit, den Industriellen große Geldsummen zu geben, damit jeder von ihnen eine geheime Nachkriegsorganisation im Ausland schaffen kann [...], damit nach der Niederlage ein starkes Deutsches Reich entstehen kann. (JVL, 2016, Web).
Wiesenthal erläuterte diese Aussagen mit Einzelheiten darüber, wie ODESSA funktionieren sollte. Informationsnetzwerke könnten offensichtlich viele dieser Methoden duplizieren, ohne dass eine formell eingerichtete Dachorganisation erforderlich wäre. Die Tatsache, dass viele Juden Deutschland auch unmittelbar nach dem Krieg verließen, wobei sie dieselben Rotationen und Helfer nutzten, deutet auf ein neutrales Söldnermotiv seitens derjenigen hin, die die Flucht erleichterten, und nicht auf die Mitgliedschaft in einer geheimen Nazi-Organisation als Hauptmotiv.
Wiesenthals Beschreibung deutet auf eine professionell unterteilte Reihe von "Flucht-Zellen" hin, in denen die Entdeckung einer Zelle nicht das gesamte Netzwerk außer Kraft setzen konnte: "ODESSA war als sorgfältiges und effizientes Netzwerk organisiert [...] Alle vierzig Kilometer gab es einen Unterschlupf, der mit mindestens drei und höchstens fünf Personen besetzt war. Só conheciam os dois abrigos circundantes: aquele a partir do qual os fugitivos chegavam até eles e aquele ao qual os deviam entregar sãos e salvos" (Levy, 2002, 111). (Levy, 2002, 111).

On the Parish? is a study of the negotiations which took place over the allocation of poor relief in the rural communities of sixteenth, seventeenth and early eighteenth century England. It analyzes the relationships between the enduring systems of informal support through which the laboring poor made attempts to survive for themselves; the expanding range of endowed charity encouraged by the late sixteenth century statutes for charitable uses; and the developing system of parish relief coordinated under the Elizabethan poor laws.

Based on exhaustive research in the archives of the trustees who administered endowments, of the overseers of the poor who assessed rates and distributed pensions, of the magistrates who audited and coordinated relief and of the royal judges who played such an important role in interpreting the Elizabethan statutes, the book reconstructs the hierarchy of provision of relief as it was experienced among the poor themselves. It argues that receipt of a parish pension was only the final (and by no means the inevitable) stage in a protracted process of negotiation between prospective pensioners (or "collectioners," as they came to be called) and parish officers. This running theme is itself reflected in a series of chapters whose sequence seeks to mirror the experience of indigence, moving gradually (and by stages) from the networks of care provided by kin and neighbors into the bureaucracy of the parish relief system, emphasizing in particular the importance of labor discipline in the thinking of parish officers.
By illuminating the workings of a relief system in which notions of entitlement were both under-developed and contested, On the Parish? provides historical perspective for contemporary debates about the rights and obligations of the poor in a society where the dismantling of the welfare state implies that there is, once again, no right to relief from cradle to grave.
