Towards Confucian Republicanism: Democracy as Virtue Politics

Over the last century, Confucianism has been searching for a place in the modern political world. This ancient tradition was once the philosophical cornerstone upon which powerful political orders were built, but the collapse of monarchies in the twentieth century has removed Confucianism from its institutional manifestations. And despite the liberal turn of Confucianism in the 1950s that sought to adopt liberal democracy as the tradition's political future, there appears to be an increasing revival of the authoritarian strands of thought among Confucian scholarship.
In Towards Confucian Republicanism, Elton Chan develops a theoretical framework of Confucianism for the twenty-first century. Chan argues that liberal Confucians must take seriously the internal authoritarian leanings of Confucianism-and then argue against such strands of the Confucian tradition. He shows that Confucians are keen on concentrating power in the hands of the virtuous not merely for promoting order and material livelihood, but also for general moral cultivation. Yet this use of political and moral hierarchy as institutional platforms for perfectionist development is self-defeating.
To counter the authoritarian turn in Confucian scholarship, Chan articulates a vision of a hybrid political order that brings together Confucianism and republican democracy. He makes the case that Confucianism stands a much higher chance of achieving its political and moral ideals-good governance and collective virtuous cultivation-when merged with republicanism. Covering a uniquely wide range of Confucian classics and outlining his novel vision for Confucianism, Chan addresses pressing issues in contemporary political philosophy, including virtue politics, balance of power, civic education, public reason constraint, and the role of civil society. In so doing, Chan convincingly argues that to materialize Confucianism's ideals is to collectively practice democracy as a virtuous way of life.

U-Boats in the Atlantic: The History of Germany's Submarines during World War I and World War II by Charles River Editors

Submarine warfare began tentatively during the American Civil War (though the Netherlands and England made small prototypes centuries earlier, and the American sergeant Ezra Lee piloted the one-man "Turtle" vainly against HMS Eagle near New York in 1776). But Robert Whitehead's invention of the torpedo introduced the weapon later used most frequently by submarines, and steady improvements to Whitehead's design led to the military torpedoes deployed against shipping during both World Wars.

World War I witnessed the First Battle of the Atlantic, when the Kaiserreich unleashed its U-boats against England. During the war, the German submarines sent much of the British merchant marine to the bottom. Indeed, German reliance on U-boats in both World War I and World War II stemmed largely from their nation's geography. The Germans eventually recognized the superiority of the Royal Navy and its capacity to blockade Germany's short coastline in the event of war. While the British could easily interdict surface ships, submarines slipped from their Kiel or Hamburg anchorages unseen, able to prey upon England's merchant shipping.
The sleek hunter-killers lurking beneath the waves, using periscopes to close in unnoticed on their prey, added a new, nerve-wracking element to naval warfare. The mere threat of submarine attack immediately altered naval tactics and strategies employed by both the Western Allies and the Central Powers, shifting them towards a more cautious approach, especially at the war's start when the submarine threat remained untested.
During World War I, German U-boats operated solo except on one occasion. Initially, the British and nations supplying England with food and materiel scattered vessels singly across the ocean, making them vulnerable to the lone submarines. However, widespread late war re-adoption of the convoy system tipped the odds in the surface ships' favor, as one U-boat skipper described: "The oceans at once became bare and empty; for long periods at a time the U-boats, operating individually, would see nothing at all; and then suddenly up would loom a huge concourse of ships, thirty or fifty or more of them, surrounded by a strong escort of warships of all types." (Blair, 1996, 55).
World War I proved the value of submarines, ensuring their widespread employment in the next conflict, but by using U-boats against the shipping that kept Britain supplied, it might have ultimately cost Germany and Austria-Hungary the war by providing a reason for President Woodrow Wilson to bring the United States into the struggle.
One critical innovation in World War II's Atlantic U-boat operations consisted of wolf-pack tactics, in which Admiral Karl Dönitz put great faith: "The greater the number of U-boats that could be brought simultaneously into the attack, the more favourable would become the opportunities offered to each individual attacker. [...] it was obvious that, on strategic and general tactical grounds, attacks on convoys must be carried out by a number of U-boats acting in unison." (Dönitz, 1990, 4).
However, even the wolf-pack proved insufficient to defeat the Atlantic convoys and stop Allied commerce - the precise opposite of the Pacific theater, where America's excellent submarine forces annihilated much of Japan's merchant marine and inflicted severe damage on the Imperial Japanese Navy.

This is true not just of the dominant Rawlsian mainstream, but of many of its radical critics, whose membership of more critical traditions leaves them sceptical of the value of existing institutions, even where they provide stable, decent rule.
The book instead provides a realist account of the authority of liberal democratic rule focused on impersonal rule and regulated democratic competition. It uses groundbreaking work in political economy to explain how, at least reasonably favourable conditions, these two mechanisms can be expected to combine to generate a growing surplus whose fruits will be made widely available. The prosperity and protection provided by liberal democratic rule to most of those it governs forms the basis of its authority, even though the hierarchies and exclusions that remain leave liberal democratic societies a long way from justice. Understanding liberal democratic authority in this way allows us to reassess challenges to it. While anger and even violence may then be acceptable and even appropriate, even peaceful attempts to remove the winners of democratic elections must be condemned.
