This volume examines the substance of European Union (EU) democracy promotion by comparing it with norms of governance that other international actors promote, among them the United Nations, the United States, the Central and East European EU member states, Russia, China and non-governmental organizations. The book offers a better understanding of the EU's democracy promotion agenda and the (in)distinctiveness of the norms diffused by the EU. Building on a common conceptual introduction, the chapters follow different theoretical approaches and research designs, and focus on a range of diverse case studies. The book concludes that, in comparison with other international actors, the EU's conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also 'technical' democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames.

When we compromise on justice, we accept or acquiesce to an arrangement that we judge to be unjust, or at least not fully just. Such arrangements are often described as constituting a 'modus vivendi'. What reasons could we have to accept a modus vivendi, thereby compromising on justice? Given the fact of disagreement on justice, this is an important, but rather neglected question in political philosophy. One possible answer, inspired by John Rawls, is that compromising on justice is only justified if this nonetheless brings us as close to ideal justice as possible under given circumstances. The most straightforward way to take issue with this answer is to present other reasons to compromise on justice. The articles in this book explore epistemic reasons and those that stem from values besides justice, like democracy, peace, toleration and non-subjugation. This book thereby sheds some light on the relevance of compromising for the legitimacy of institutional arrangements.

This book was previously published as a special issue of the Critical Review of Social and Political Philosophy.

Conflict Resolution holds the promise of freeing approaches and policies with regard to politics of identity from the fatalistic grip of realism. While the conceptual literature on identity and conflicts has moved in this alternative direction, conflict resolution practice continues to rely on realist frames and acts as an unwanted auxiliary to traditional international relations. Perpetuation of conflict discourses, marginalization, and exclusion of affected populations are widespread. They are caused by the overreliance of conflict resolution practice on the binary frames of classic IR paradigms and also by the competitive and hierarchical relationships within the field.

Philip Gamaghelyan relies on participatory action research and collective autoethnography to expose patterns of exclusion and marginalization as well as the paradoxical reproduction of conflict-promoting frames in current conflict-resolution practice applied to the Nagorno-Karabakh and Syrian crises. He builds on the work of postmodernist scholars, on reflective practice, and on discourse analysis to explore alternative and inclusive strategies with a transformative potential.
The IR discipline that has dominated policymaking is only one possible lens, and often a deficient one, for defining, preventing, or resolving contemporary conflicts wrapped in identity politics. Other conceptual frameworks can help to rethink our understanding of identity and conflicts and reconstruct them as performative and not static phenomena. These transformative frameworks are increasingly influential in the conflict resolution field and can be applied to policymaking.

The agenda of external actors often includes a number of objectives that do not necessarily and automatically go together. Fostering security and stability in semi-authoritarian regimes collides with policies aimed at the support of processes of democratization prone to conflict and destabilization. Meanwhile, the promotion of national self-determination and political empowerment might lead to forms of democracy, partially incompatible with liberal understandings. These conflicting objectives are often problematized as challenges to the effectiveness of international democracy promotion.

This book presents systematic research about their emergence and effects. The contributing authors investigate (post-) conflict societies, developing countries, and authoritarian regimes in Southeast Europe, Latin America, Africa, and Asia. They identify the socio-economic and political conditions in the recipient country, the interaction between international and local actors, and the capacity of international and local actors as relevant for explaining the emergence of conflicting objectives. And they empirically show that faced with conflicting objectives donors either use a 'wait and see'-approach (i.e. not to act to overcome such conflicts), they prioritize security, state-building and development over democracy, or they compromise democracy promotion with other goals. However, convincing strategies for dealing with such conflicts still need to be devised.
